Grant Of Ad-Hoc Relief Allowance To The Govt Employees

Subject:- GRANT OF AD-HOC RELIEF ALLOWANCE-2023 TO THE
EMPLOYEES OF THE FEDERAL GOVERNMENT
The President has been pleased to sanction with effect from 1st July, 2023 and till further orders, an Ad-hoc Relief Allowance-2023 to all the Federal Government Employees i.e.
Armed Forces Personnel, Civil Armed Forces and Civil Employees of the Federal Government as well as the civilians paid from Defence Estimates including contingent paid staff and contract employees.
Employed against civil posts in Basic Pay Scales on standard terms and conditions of contract appointment. The rate of Adhoc Relief Allowance-2023 is as under.
i) BPS-1 to 16 @35% of Basic Pay as on 30-06-2023
ii) BPS-17 to 22 @30% of Basic Pay as on 30-06-2023
The amount of Ad-hoc Relief Allowance-2023.
i. will be subject to Income Tax;
ii. will be admissible during leave and entire period of LPR except during extra ordinary leave;
iii. will not be treated as part of emoluments for the purpose of
calculation of Pension/Gratuity and recovery of House Rent;
iv. will not be admissible to the employees during the tenure of their posting/deputation abroad; and that is
V. will be admissible to the employees on their repatriation from posting /deputation abroad at the rate and amount which would have been admissible to them had they not been posted abroad.
- The term “Basic Pay” for the purpose of Ad-hoc Relief Allowance-2023 will also include the amount of the personal pay granted on account of annual increment (s) beyond the maximum of the existing pay scales.
- The above Ad-hoc Relief Allowance 2023 shall be accommodated from within the budgetary allocation for the year 2023-24 by the respective Ministries / Divisions / Departments and no supplementary grants would be given on this account.

وفاقی حکومت کے ملازمین
صدر نے یکم جولائی 2023 سے اور اگلے احکامات تک تمام وفاقی سرکاری ملازمین کے لیے ایڈہاک ریلیف الاؤنس 2023 کی منظوری دیتے ہوئے خوشی محسوس کی۔
مسلح افواج کے عملے، سول آرمڈ فورسز اور وفاقی حکومت کے سول ملازمین کے ساتھ ساتھ دفاعی تخمینوں سے ادا کیے جانے والے عام شہری بشمول دستے کا تنخواہ دار عملہ اور کنٹریکٹ ملازمین۔
کنٹریکٹ تقرری کی معیاری شرائط و ضوابط پر بنیادی تنخواہ کے پیمانے پر سول پوسٹوں پر ملازم۔ ایڈہاک ریلیف الاؤنس 2023 کی شرح حسب ذیل ہے۔
i) BPS-1 تا 16 @ 35% بنیادی تنخواہ 30-06-2023 تک
ii) BPS-17 سے 22 @ 30% بنیادی تنخواہ 30-06-2023 تک
ایڈہاک ریلیف الاؤنس 2023 کی رقم۔
میں. انکم ٹیکس کے تابع ہوں گے؛
ii غیر معمولی چھٹی کے علاوہ چھٹی اور ایل پی آر کی پوری مدت کے دوران قابل قبول ہو گا؛
iii کے مقصد کے لیے اجرتوں کا حصہ نہیں سمجھا جائے گا۔
پنشن/گریچوٹی کا حساب اور مکان کے کرایے کی وصولی؛
iv بیرون ملک تعیناتی/ڈیپوٹیشن کی مدت کے دوران ملازمین کے لیے قابل قبول نہیں ہوں گے۔ اور یہ ہے
V. بیرون ملک تعیناتی/ڈیپوٹیشن سے واپسی پر ملازمین کے لیے اس شرح اور رقم پر قابل قبول ہوں گے جو ان کے لیے قابل قبول ہوتی اگر وہ بیرون ملک تعینات نہ کیے گئے ہوں۔
- ایڈہاک ریلیف الاؤنس 2023 کے مقصد کے لیے “بنیادی تنخواہ” کی اصطلاح میں موجودہ تنخواہ کے پیمانے سے زیادہ سے زیادہ سالانہ انکریمنٹ (s) کے حساب سے دی گئی ذاتی تنخواہ کی رقم بھی شامل ہوگی۔
- مندرجہ بالا ایڈہاک ریلیف الاؤنس 2023 کو متعلقہ وزارتوں / ڈویژنوں / محکموں کے ذریعہ سال 2023-24 کے بجٹ میں مختص کیا جائے گا اور اس اکاؤنٹ پر کوئی ضمنی گرانٹ نہیں دی جائے گی۔
