REQUEST FOR EXPRESSION OF INTEREST (REOI)
HIRING OF MANAGEMENT FIRM FOR CARRYING OUT TEST OF CANDIDATES FOR RECRUITMENT OF PUBLIC SCHOOL TEACHERS (EDUCATORS) IN PUNJAB
The Government of the Punjab is committed to ensure 100% enrollment & retention of all students between the ages of 5 to 16 years and provide them High Quality Education, under its constitutional obligation. In this connection, School Education Department intends to recruit upto 25,000 Educators (BS-14 & 15), on need-basis in schools with acute teacher shortage in particular.
It has been decided that prior to the submission of applications by the eligible candidates for the vacant posts of School Teachers (Educators), the interested candidates shall have to undergo/appear
in a Test to be conducted by a reputable testing / management firm/company to be hired/appointed by Schools Education Department.
For the afore said purpose, EOI is invited from reputable testing management firms/interested organizations/institutions, having adequate Testing System experience and capable
to conduct test of approximately three hundred thousand candidates / applicants, all over the Punjab, in shortest possible span/limited time, fulfilling the following mandatory criteria:
Mandatory Criteria.
I. Documentary evidence that firm/company is a registered body for the last three years;
II. Documentary evidence that firm/company is active taxpayer with FBR / PRA;
III. Undertaking on stamp paper to be attached that firm / company is not presently blacklisted by any provincial/federal/donor institutions.
A consulting firm may associate with other firms to form a joint venture to enhance their qualifications and skills etc.
Hiring of the Firm will be carried out as per PPRA Rules (Rule 40-48). Further
information including the TORS and detailed pre-qualification criteria for evaluation of firm/company to be shortlisted for issuance of RFP document, can be obtained from the office of Additional
Secretary (Schools), Govt. of the Punjab, Schools Education Department, Old P&D Building,
Civil Secretariat, Lahore during office hours i.e. 0900 to 1700 Monday to Friday till February 08, 2023. The same can also be downloaded from PPRA website i.c. www.ppra.org.pk as well as SED website i.e. www.schools.punjab.gov.pk.
Expression of interest must be delivered in written form and in a sealed envelope supported with all necessary details complete in all aspects, in the O/o Additional Secretary (Schools), Govt. of the Punjab, Schools Education Department, Old P&D Building, Civil Secretariat, Lahore. (Ph: 042-99210055) by February 08, 2023 till 3:00 PM, which will be opened on 08th February 2023, at 3:30 PM in presence of representatives of firms/ companies. Firms/ companies which will attain more than 65 scores as per above given evaluation criteria will be pre-qualified.

پنجاب میں پبلک اسکول ٹیچرز (ایجوکیٹرز) کی بھرتی کے لیے امیدواروں کا امتحان لینے کے لیے انتظامی فرم کی خدمات حاصل کرنا
حکومت پنجاب اپنی آئینی ذمہ داری کے تحت 5 سے 16 سال کی عمر کے تمام طلباء کے 100 فیصد اندراج اور برقرار رکھنے اور انہیں اعلیٰ معیار کی تعلیم فراہم کرنے کے لیے پرعزم ہے۔ اس سلسلے میں سکول ایجوکیشن ڈیپارٹمنٹ خاص طور پر اساتذہ کی شدید کمی والے سکولوں میں ضرورت کی بنیاد پر 25,000 تک ایجوکیٹرز (BS-14 اور 15) بھرتی کرنے کا ارادہ رکھتا ہے۔
یہ فیصلہ کیا گیا ہے کہ اسکول ٹیچرز (ایجوکیٹرز) کی خالی آسامیوں کے لیے اہل امیدواروں کی جانب سے درخواستیں جمع کرانے سے پہلے، دلچسپی رکھنے والے امیدواروں کو گزرنا ہوگا/ حاضر ہونا ہوگا۔
اسکولز ایجوکیشن ڈپارٹمنٹ کی طرف سے خدمات حاصل کرنے/مقرر کی جانے والی ایک معروف ٹیسٹنگ/منیجمنٹ فرم/کمپنی کے ذریعے کرائے جانے والے ٹیسٹ میں۔
مذکورہ بالا مقصد کے لیے، EOI کو معروف ٹیسٹنگ مینجمنٹ سے مدعو کیا گیا ہے۔
فرم/دلچسپی رکھنے والی تنظیمیں/ادارے، جن کے پاس ٹیسٹنگ سسٹم کا مناسب تجربہ اور قابل ہو۔
پنجاب بھر میں تقریباً تین لاکھ امیدواروں/درخواست دہندگان کا ٹیسٹ، کم سے کم مدت/محدود وقت میں، درج ذیل لازمی معیار کو پورا کرتے ہوئے:
لازمی معیار۔
I. دستاویزی ثبوت کہ فرم/کمپنی پچھلے تین سالوں سے رجسٹرڈ باڈی ہے۔
II دستاویزی ثبوت کہ فرم/کمپنی FBR/PRA کے ساتھ فعال ٹیکس دہندہ ہے۔
III اسٹامپ پیپر پر انڈرٹیکنگ جو کہ فرم/کمپنی کو اس وقت کسی صوبائی/وفاقی/عطیہ دینے والے اداروں نے بلیک لسٹ نہیں کیا ہے۔
ایک مشاورتی فرم دوسری فرموں کے ساتھ مل کر ان کی قابلیت اور مہارت وغیرہ کو بڑھانے کے لیے ایک مشترکہ منصوبہ بنا سکتی ہے۔
فرم کی خدمات PPRA رولز (قاعدہ 40-48) کے مطابق کی جائیں گی۔ مزید
RFP دستاویز کے اجراء کے لیے شارٹ لسٹ کی جانے والی فرم/کمپنی کی تشخیص کے لیے ٹی او آرز اور تفصیلی پری کوالیفکیشن کے معیار سمیت معلومات، ایڈیشنل کے دفتر سے حاصل کی جا سکتی ہیں۔

سول سیکرٹریٹ، لاہور میں دفتری اوقات کے دوران یعنی پیر تا جمعہ 08 فروری 2023 تک 0900 تا 1700۔ اسے PPRA کی ویب سائٹ i.c سے بھی ڈاؤن لوڈ کیا جا سکتا ہے۔ www.ppra.org.pk کے ساتھ ساتھ SED کی ویب سائٹ یعنی www.schools.punjab.gov.pk۔
دلچسپی کا اظہار تحریری شکل میں اور ایک مہر بند لفافے میں فراہم کیا جانا چاہیے جس میں تمام پہلوؤں سے مکمل تمام ضروری تفصیلات کے ساتھ، O/o ایڈیشنل سیکریٹری (اسکولز)، حکومت میں۔

دوپہر 3:30 بجے فرموں/کمپنیوں کے نمائندوں کی موجودگی میں۔ وہ فرم/ کمپنیاں جو اوپر دیے گئے تشخیصی معیار کے مطابق 65 سے زیادہ اسکور حاصل کریں گی وہ پری کوالیفائی ہوں گی۔
