Prime Minister Shahbaz Sharif’s Laptop Scheme 2023 will soon be released through the Higher Education Commission HEC. Please note that Laptop Scheme Advertisement is not announced yet.
We are just bringing the news that HEC has issued a tender notice for procurement of 100,000 laptops for PM laptop scheme 2023.
This is a good sign for the youth that HEC has started the Laptop scheme process by issuing a notification for the purchase of 1 lac laptop to be distributed among the university and college students.

Eligibility criteria for PM Laptop Scheme 2023 is not officially announced yet but minimum 16 years of education will be considered based on previous record.
Applications will be online and HEC will process all online registration for the Laptop Scheme. PM Laptop Scheme 2023 registration schedule is not announced yet.
As in the first phase, HEC is buying only 100,000 laptops, which is barely enough for the federal.

Invitation to Bid
Procurement of 100,000 Laptops
The Higher Education Commission (HEC), Pakistan invites sealed bids from bidders [original equipment
manufacturers (OEMs) along with local partner or authorized Laptop distributor/Tier-1 partner of
OEM] for procurement of 100,000 laptops under Prime Minister’s Youth Laptops Scheme (Phase-III)
against two POs as detail mentioned in the RFP.
The bidders should be in relevant business operations in Pakistan for the last three calendar years.
The bidders shall be authorized Laptops’ Distributor/Tier-I partner of OEM, or OEM itself. The bidders
should be registered with Income Tax and Sales Tax Departments and on Active Taxpayers List of the
Federal Board of Revenue (FBR).
Bidding documents, containing detailed terms and conditions, etc. are available at HEC website and
can also obtained in hard form from Syed Qaim Ali Shah, Deputy Director (IT) @gashah@hec.gov.pk.
HEC, Islamabad from Monday to Friday in working hours 8:00 am to 4:00 pm.
Price of the bidding documents is Rs.10,000/- which can be deposited online in Habib Bank Limited,
H-9 Shalimar Branch A/c No. PK38HABB0017427900133401) as per Rule 23(5) of Public Procurement
Rules, 2004. The bidding documents can also be downloaded from (www.hec.gov.pk and ppra.org.pk)
free of cost, however, to participate in the bidding process, interested bidders will be required to
purchase a registered copy from the HEC.
The bidding shall be conducted in line with the 36 (b) Single Stage – Two Envelop procedure of the
Public Procurement Rules 2004 and any Regulations. All bids must be accompanied by a Bid Security
in the form of fixed amount of Rs. 150 million in the shape of Bank Draft/Pay Order. All bids must be
accompanied by a Bid Securing Declaration in the format provided in the Bidding Documents.
The original bid with two hard copies along with soft copy in USB, properly filled in, and enclosed in
sealed envelope(s) must be delivered to the address Project Director, Prime Minister’s Laptops
Scheme, at Lecture Hall Reception, Building No. 4, Higher Education Commission, Sector H-9,
Islamabad or before December 13, 2022 at 1:30 pm. Moreover, the pre-bid meeting will be held on
Monday, November 21, 2022 at 2:30 pm in Lecture Hall, Building No. 4, Higher Education
Commission, Sector H-9, Islamabad. Furthermore, HEC shall not be held liable for any delays that may
occur in the submission of bids, no matter what the reasons. The bid’s technical proposal will be
opened promptly thereafter in public and in the presence of bidders’ representatives who choose to
attend in the opening on Tuesday (December 13, 2022 at 1:30 pm) at the Lecture Hall, HEC, H-9,
Islamabad.

نوجوانوں کے لیے یہ ایک اچھی علامت ہے کہ ایچ ای سی نے یونیورسٹی اور کالج کے طلبہ میں تقسیم کیے جانے والے 1 لاکھ لیپ ٹاپ کی خریداری کا نوٹیفکیشن جاری کرکے لیپ ٹاپ سکیم کا عمل شروع کر دیا ہے۔
