Dear Sir,
I hope this letter finds you in good health. I am writing to bring to your attention an ongoing issue concerning the promotion of teachers working in Punjab as Primary School Teachers (PST) who hold a BS (4 Year) degree. Currently, these teachers are not being considered for promotion and in cases where they are considered, their promotion is being deferred by the Departmental Promotion Committee (DPC) representatives.
This deferral is based on the interpretation of the “Service Rule 2014,” which specifies the requirement of a B.Sc degree with specific subjects”. In light of this matter, I would like to emphasize the following points that the department should carefully consider.
- According to the Higher Education Commission (HEC) letter 8-1/HEC/A&A/2006 dated March 29, 2007, a BS degree is deemed equivalent to an M.A/M.Sc degree awarded after four years of post-intermediate education (2 years of B.A/B.Sc + 2 years of M.A/M.Sc). This equivalence is recognized for the purpose of employment at the B-17 level.
- A BS degree is a higher qualification as compared to a B.Sc degree. BS degree holders have studied the same
subjects as B.Sc degree holders in the first four semesters or the first two years of their BS (4 Year) degree. For
instance, BS degree holders in Math A, Math B & Physics or Zoology, Botany, or Chemistry have covered the same
subjects as B.Sc degree holders.
- The recruitment policy for educators, as applied during the appointments made in 2017 and 2018, considers candidates with a Master’s or BS (4 Year) degree in Chemistry, Botany, Zoology, Physics, and Mathematics for the positions of Elementary School Educators (ESE) and Secondary School Educators (EST).
- The Department has not issued any clarification or included any provisions in the Service Rule regarding the promotion criteria for BS (4 Year) degree holders. This lack of clarity has resulted in confusion and uncertainty among the affected teachers.
- A Qualification Equivalence Determination Committee (QEDC) meeting was held on May 16, 2023, which determined that qualifications such as MA Education, M.Ed, and BS Education are equivalent to B.Ed (4 years), B.Ed Hons, BS.Ed (4 years), B.Ed (2.5 years), and B.Ed (1.5 years) for the purpose of recruitment. A similar meeting should be convened to examine the promotion criteria for Science teachers.
- It is illogical to base the initial appointment on a BS degree and then require a B.Sc degree for promotion. Such inconsistency in the promotion process needs to be addressed to ensure fairness and transparency.
I urge you to give due attention to this matter, as a considerable number of teachers possess a BS (4 Year) degree along with higher qualifications such as M.Phil or Ph.D. Nonetheless, their promotion is being deferred by the DPC representatives due to the interpretation of the Service Rule.
Therefore, I kindly request that a meeting of the Qualification Equivalence Determination Committee (QEDC) be arranged to thoroughly examine these promotion cases and provide clear guidelines regarding the eligibility of BS (4 Year) degree holders for promotion to EST Sci-Math positions.
Addressing this issue will not only promote fairness and meritocracy within the education system but also ensure that qualified teachers are given the recognition and opportunities they deserve.
