GOVERNMENT OF THE PUNJAB SCHOOL EDUCATION DEPARTMENT

Subject: RELEASE OF NON-SALARY BUDGET (NSB) AMOUNTING TO RS. 5,475,333,333/- PERTAINING TO THE PERIOD NOVEMBER 2023-FEBRUARY 2024 OF CFY 2023-24

Will the Budget Officer (II), Govt. of the Punjab, Finance Department, on the subject noted above?

2) I am directed to intimate you that Chief Minister visited various schools in Punjab and noticed that a number of school buildings need to be maintained and repaired whereas the flood increased the number of dangerous buildings pertaining to School Education Department. Schools are also facing acute shortage to meet their day to day expenses and utility bills.

It is submitted that provision of school-specific, need- based Non-Salary Budget (NSB) to schools is an important initiative of Govt. of the Punjab to meet utility expenses, minor civil work / repair and maintenance etc. at school level as prescribed in school council policy. It is further submitted that in the Current Financial Year, out of total allocation of funds i.e. Rs. 16.00 billion; funds amounting to Rs.5,475,333,333/- have been released for four months (from July, 2023 to October, 2023).

3) I am further directed to request you to release an amount of Rs.5,475,333,333/- for four months (from November, 2023 to February, 2024) in anticipation of provision of NSB funds during current FY 2023-24 to be placed into Grant PC 21015(015)-09-Education Affairs and Services- 092-Secondary Education Affairs and Services 0921-Secondary Education Affairs and Services 092102-Administration, LQ 4481-PMIU-A05270 to others AD7- Block Allocation for Augmentation of Non-Salary Budget (NSB) to enable the PMIU-PESRP to proceed further in the matter.
4) Finance Department is requested to release the above Said amount at the
earliest, please.

2) مجھے آپ کو آگاہ کرنے کی ہدایت کی گئی ہے کہ چیف منسٹر نے مختلف اسکولوں کا دورہ کیا۔
پنجاب نے دیکھا کہ کئی سکولوں کی عمارتوں کی دیکھ بھال اور مرمت کی ضرورت ہے جبکہ سیلاب نے سکول ایجوکیشن ڈیپارٹمنٹ سے متعلق خطرناک عمارتوں کی تعداد میں اضافہ کیا۔ اسکولوں کو اپنے دن کو پورا کرنے کے لیے بھی شدید قلت کا سامنا ہے۔
یومیہ اخراجات اور یوٹیلیٹی بل۔ یہ عرض کیا جاتا ہے کہ اسکولوں کے لیے مخصوص، ضرورت پر مبنی نان سیلری بجٹ (این ایس بی) کی فراہمی حکومت کا ایک اہم اقدام ہے۔ پنجاب کے یوٹیلیٹی اخراجات، معمولی سول کام/مرمت اور دیکھ بھال وغیرہ کو اسکول کی سطح پر پورا کرنے کے لیے جیسا کہ اسکول کونسل کی پالیسی میں بیان کیا گیا ہے۔ مزید عرض ہے کہ موجودہ میں
مالی سال، فنڈز کی کل مختص رقم میں سے یعنی روپے۔ 16.00 بلین؛ 5,475,333,333/- کے فنڈز چار ماہ (جولائی 2023 سے اکتوبر 2023 تک) کے لیے جاری کیے گئے ہیں۔
3) مجھے مزید ہدایت کی گئی ہے کہ آپ سے 5,475,333,333/- روپے کی رقم چار مہینوں (نومبر، 2023 سے فروری، 2024 تک) جاری کرنے کی درخواست کی جائے تاکہ موجودہ مالی سال 2023-24 کے دوران NSB فنڈز کو گرانٹ میں رکھا جائے۔ پی سی 21015 (015) -09-تعلیمی امور اور خدمات- 092 سیکنڈری ایجوکیشن افیئرز اینڈ سروسز 0921 سیکنڈری ایجوکیشن افیئرز اینڈ سروسز 092102-ایڈمنسٹریشن ، LQ 4481-PMIU-A05270 کو دوسروں کو AD7- غیر سلسری بجٹ میں اضافے کے لئے بلاک مختص (NSB) PMIU-PESRP کو اس معاملے میں مزید آگے بڑھنے کے قابل بنانے کے لیے۔
4) محکمہ خزانہ سے درخواست کی جاتی ہے کہ وہ مذکورہ بالا رقم جاری کرے۔
