Punjab Schools Reform Initiative 2026

3-Year Public Education Transformation Program Announced

The Government of Punjab has introduced a comprehensive three-year school reform initiative (2026–2029) aimed at improving the quality of public education across the province. The program invites Ed-Tech firms, non-profit organizations, corporate CSR departments, philanthropic foundations, and development partners to collaborate in upgrading government schools through structured partnerships.

Online registration for interested organizations is open until March 31, 2026.

Purpose of the Program

The reform plan focuses on:

  • Strengthening teaching quality
  • Introducing digital learning solutions
  • Improving school infrastructure
  • Enhancing student welfare support
  • Modernizing curriculum and assessment systems

The initiative will begin with a pilot phase in selected schools before expanding province-wide.

Who Can Apply?

Eligible applicants include:

  • Registered Ed-Tech companies with education solutions
  • NGOs and non-profits working in the education sector
  • Philanthropic organizations supporting school development
  • Corporate CSR units investing in education
  • Teacher training institutes and curriculum developers
  • International partners with local collaboration arrangements

Basic Eligibility Requirements

Organizations must:

  • Be legally registered
  • Have at least two years of operational experience
  • Provide audited financial records
  • Demonstrate relevant education-sector expertise
  • Show capacity to implement projects within Punjab

Approved organizations may work in one or more of the following areas:

Implementation Plan

The reform program will follow a phased rollout:

  • Phase 1 (2026): Pilot implementation in selected schools
  • Phase 2 (2026–2027): Expansion at district level
  • Phase 3 (2027–2029): Province-wide scaling

Special attention will be given to rural areas, underperforming schools, and districts with lower literacy rates.

Application Process

Step 1: Online Registration

Applicants must complete registration through the official portal.

Step 2: Proposal Submission

Submit a detailed project proposal including:

  • Intervention strategy
  • Budget framework
  • Implementation timeline
  • Team credentials
  • Past project experience

Step 3: Upload Required Documents

  • Registration certificate
  • NTN / Tax certificate
  • Audit reports (last two years)
  • Project completion reports
  • CVs of key personnel

Step 4: Submission Deadline

All applications must be submitted by March 31, 2026 (11:59 PM PST).

Late submissions will not be entertained.

Selection Procedure

Applications will go through:

  1. Eligibility screening
  2. Technical evaluation
  3. Financial assessment
  4. Performance review
  5. Final approval by authorities

Selection is entirely merit-based. There is no application fee.

Responsibilities of Selected Partners

Organizations chosen under the program will:

  • Implement agreed educational interventions
  • Submit regular progress reports
  • Maintain financial transparency
  • Meet performance targets
  • Cooperate with monitoring and evaluation teams

Partnerships may be extended based on successful outcomes.
