1. The Federal Board of Revenue received funding from the World Bank for the cost of Pakistan’s increase
   Revenue Program (PRRP) and intends to use part of the proceeds to procure the services of various natural persons
   consultants as follows:

Required qualifications for Federal Board of Revenue FBR Jobs 2023

1. Master’s degree in a related field with extensive knowledge of translation.
2. PhD in Economics or Masters Degree in Economics from a recognized HEC University or related fields like International Trade and Commerce, International Taxation.
3. PhD in Economics or Masters Degree in Economics from a recognized HEC University or related fields like Public
   policy, fiscal policy design/analysis.
4. PhD in Economics or Master’s Degree in Economics from HEC recognized University or related fields like Fiscal
   policy design/analysis. CA/CFA are equally eligible.
5. Bachelor’s/Master’s Degree (Minimum of sixteen (16) years of education) Degree in Computer Science/Software Engineering/IT/Computer Systems Engineering or other relevant engineering field.

Work Experience :

Proven work experience as a translator, interpreter or similar role preferably in a government institution with the following competencies. www.mediaandjobs.com

   E. Ability to meet deadlines
   F. Ability to work under pressure
2. a. At least two (02) years of research experience in the case of doctoral studies or four (04) years of research experience in the case of master’s studies. Experience must include essentials
   research paper in tax policy/administration.
   b. In-depth knowledge of taxation, including tax policy and tax laws, is a must.
   C. Knowledge of Pakistan’s economy and related issues.
   d. Knowledge of the international tax system, especially of countries with a similar economic context to Pakistan.
   E. Previous experience with operations research in the field of customs and tax administration.
3. a. A minimum of ten (10) years of experience in tax policy and tax laws is a mandatory requirement.
   b. Excellent logical, interpersonal, communication (oral and written) and analytical skills.
   C. Hands-on experience with Microsoft Office (Word, PowerPoint, Outlook and Excel [and preferably MS Project])
   with knowledge of making plans, policies and procedures with the ability to use ICT as a tool and resource.
4. a. At least three (3) years of experience in employment research in the case of a PhD or 10 years of experience in the case of
   Master’s degree, or those with accounting or finance certifications. Experience must include significant research work in the area of ​​tax policy.
   b. Experience should be highly relevant to the areas listed in TORS for tax administration management.
   C. Due weight will be given to published research in areas related to current assignments.
   d. Excellent logical, interpersonal, communication (oral and written) and analytical skills.
   E. Hands-on experience with Microsoft Office (Word, PowerPoint, Outlook and Excel) with knowledge of creating plans, policies and procedures.
5. a. (preferably a total of fifteen (15) years of experience with) at least 10 years of relevant experience in a database
   Management systems related to SPM, product development, UAT, DBMS, data mining, data analysis, Al and other (such) areas as required by TORS.
   b. Excellent logical, interpersonal, communication (oral and written) and analytical skills.
   C. Hands-on experience with Microsoft Office (Word, PowerPoint, Outlook, and Excel) with knowledge of managing and configuring the Android operating system and its applications, databases, software documentation, error and bug reporting, and software maintenance.

2. The Federal Board of Revenue now invites eligible persons to express their interest in providing the above services. Interested individual consultants must provide:
   A. Letter of Expression of Interest, providing information demonstrating the ability, skills and experience to perform the task and deliver the inputs/outputs required under the TOR.
   b. A detailed, dated and signed curriculum vitae highlighting qualifications and similar performance experience
   entry, as well as references for possible checks.
   C. Duly completed and signed “Expression of Interest Form (Individual Consultants)” attached to TORS.
3. The attention of interested advisers is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank document.
   “Procurement Rules for IPF Borrowers” July 2016 [revised from November 2017 and August 2018] (“Procurement
   Regulations”), which sets out the World Bank’s policy on conflicts of interest.
4. Consultants will be selected in accordance with the method of open competitive selection of individual consultants as set out in the World Bank’s July 2016 “Procurement Rules for IPF Borrowers”, revised November 2017 and August 2018.
5. The consultants will work on a full-time basis in the respective offices of FBR.
