USE OF SOCIAL MEDIA BY GOVERNMENT SERVANTS 2023

I am directed to refer to Establishment Divisions’ Office Memorandum letter No.14/04/2021-D-ll dated 25.08.2021. On the subject cited above and Punjab Civil Servants (Conduct) Rules, 1966. Which provide instructions regarding conduct of Civil Servants, particularly, participation in different media / social media forums.

2 The rules ibid and instructions of Establishment Division, Government of Pakistan. Prohibit civil servants for making any statement of facts or opinion. Or any communication made to the press or in any public utterance. Or television programme or radio broadcast or on any SocialUse of Social Media by All Government Servants 2023 platform.

The young officers of PAS/PMS in BS-17, posted against various slots in the field. As well as in the Secretariat, are consider as the face of the Provincial Government. However, it has observed with grave-concern that these officers often engage themselves with social media ie. Websites, Facebook, Twitter, WhatsApp, Instagram, Microblogging, TikTok,

YouTube etc, without taking into consideration of its fall out amongst public at large. Specially using the social media in official capacity. Oftenly, the views/ comments/ conduct/ personal opinion of the officers. May either harm the national security; or offend public order, decency. Or morality; or amount to contempt of court or defamation or incitement to an offence. Or propagate sectarian creeds. And capable of
embarrassing the government, which is tantamount to misconduct and inefficiency under the rules.

3 Hence, the Competent Authority has desired that no officer shall air his/her views. Opinion, statement, share any information, document, video. That tends to unbecoming of an officer etc. While using different social media platforms ie. Websites, Facebook, Twitter, WhatsApp, Instagram, Microblogging, TikTok, YouTube etc., that does not conform
to the required standards of official conduct.

4 I am further direct to inform you to follow the above-mention instructions in letter. And spirit, failing which strict disciplinary action shall be initiate against the deviation as per rules / law / policy.
